ProEduHub brings together study choice assistance for young Romanians in Belgium and Italy.

August 7, 2026

InfoCons Association has launched ProEduHub, an educational project for young Romanians aged 15 to 25 living in Belgium or Italy who are considering studying in Romania. Their families are also part of the target group. The project runs from August 1 to October 30, 2026, and receives financial support from the Department for Romanians Everywhere. Through an online platform, telephone guidance, digital campaigns, informational materials, and a pilot program with four universities, ProEduHub aims to improve access to reliable information about higher education in Romania.

Project for young people aged 15 to 25

The target group consists of young Romanians in the diaspora who look at the educational opportunities in Romania from Belgium or Italy. ProEduHub focuses on young people seeking information about a potential academic program at a Romanian university. Families are explicitly involved in the target group. This ensures that not only the prospective student gains access to information, but also the immediate family environment involved in the choice of study. The central mission is to provide young people and their families with access to accurate, coherent, and understandable information about the opportunities at the participating universities.

One central information and guidance channel

ProEduHub starts from the observation that young Romanians outside the country and their families do not always have a single credible and accessible point of information for higher education in Romania. The project is therefore developing an integrated channel where information and guidance exist side by side. Young people must not only be able to consult study options but also have a place where they can go with questions. The approach consists of five complementary components: an online platform, a telephone helpline, targeted communication in Belgium and Italy, information materials, and a pilot program with four partner universities.

Online platform unites four universities

A separate ProEduHub platform is being launched on the InfoCons website. This platform brings together the educational offerings of four partner universities. The institutions involved are USVT, the University of Bucharest, the Politehnica University of Bucharest, and the Bucharest University of Economic Studies. In the provided image of a graduation ceremony, USVT is identified as Universitatea de Științele Vieții „Regele Mihai I” din Timișoara. By presenting the offerings of the four universities in a single online location, ProEduHub aims to make the search for study programs more organized for young people who do not live in Romania.

The platform forms the digital hub of the project. The four institutions are not presented exclusively through separate information channels, but are part of a single online environment. This gives the universities a shared place within the project, while young people from Belgium and Italy can access educational information centrally. The online environment is supported by the telephone line and information materials, ensuring that various forms of information are available within the same project.

* Telephone support via 021 9615 and 9615

InfoCons already has the permanent telephone line 021 9615 and *9615. A separate ProEduHub extension will be added to this existing service. The schedule will be adjusted to the time zones of the diaspora. For young people and families in Belgium and Italy, this means that telephone support must take their place of residence into account. The line is intended as a direct channel for information and advice and complements the online platform.

Telephone support is given a prominent place in the project design. With this, ProEduHub aims not only to disseminate information but also to offer direct guidance. The project objective envisages providing advice to at least 100 young people from the diaspora. They are to be guided towards programs at the four partner universities. This therefore involves personal contact alongside the broad digital reach of the campaigns.

The telephone line uses an infrastructure that InfoCons already permanently manages. This means that ProEduHub does not need to set up a separate telephone system from scratch. The project will receive its own extension within the numbers 021 9615 and *9615. Adjusting the schedule to the diaspora must support accessibility for users in Belgium and Italy.

Targeted communication in Belgium and Italy

The promotion of ProEduHub is focused on Belgium and Italy. InfoCons plans digital campaigns to reach young Romanians and their families in both countries. Additionally, collaborations are envisioned with Romanian publications targeting readers in the diaspora. Through these channels, the project aims to draw attention to the platform, the telephone line, the participating universities, and the available information material.

The target for digital communication is 500,000 impressions in Belgium and Italy. This figure refers to the visibility of the campaign. Direct guidance is measured separately and targets at least 100 young people. By comparing both figures, the project design distinguishes between broad reach and personal advice. The campaigns must introduce many people to ProEduHub, while the telephone line and guidance directly support a smaller group.

The collaboration with Romanian publications also serves a targeted function. Such media can bring the project to the attention of families who already use Romanian information channels in Belgium and Italy. The publications thus form part of the dissemination strategy, alongside the organization’s own website, digital campaigns, videos, and graphic materials.

Guides, brochures, videos and infographics

In addition to the platform and the telephone line, ProEduHub provides various types of information material. There will be a guide, supplemented by brochures, videos, and separate infographics. As a result, the information is not offered in a single format. The project can disseminate the same central message through written, audiovisual, and graphic means.

The guide must bring together information about the project and the university offerings. Brochures can be distributed specifically through the relevant channels in Belgium and Italy. Videos and infographics are part of the digital communication. All materials focus on providing young Romanians from the diaspora with access to information about higher education in Romania.

The information materials also support the other components of ProEduHub. Young people who come into contact with the project through a campaign can be directed to the platform. Those seeking further explanation can use the telephone line. The project brings these channels together within a single information and guidance structure.

Pilot program with four educational institutions

USVT, the University of Bucharest, the Politehnica University of Bucharest, and the Bucharest University of Economic Studies are participating in the pilot program. Their educational offerings are included on the platform and form the substantive basis for the guidance of young people. The project aims not only to provide candidates with general information about Romania but also to guide them towards specific university programs.

The participation of four different institutions gives ProEduHub a defined start. This involves a pilot program running from August 1 to October 30, 2026. Within that timeframe, the collaboration with the universities must become visible in the platform, the advice, and the information campaigns. The institutions represent different parts of Romanian higher education and gain a joint information channel for young people in Belgium and Italy through ProEduHub.

The University of Bucharest, the Politehnica University of Bucharest, and the Bucharest University of Economic Studies are located in Bucharest. USVT is affiliated with Timișoara. The four names are directly incorporated into the project’s structure. Young people receiving guidance are directed to programs at these institutions.

Clear and measurable project goals

ProEduHub has set four key results. A functioning online platform must be established, the telephone advice line must be operational, the digital campaigns must reach 500,000 views, and at least 100 young people must be directly mentored. These goals provide the project with a concrete implementation agenda for the period up to 30 October 2026.

Digital reach is the largest figure within the project, but personal guidance is equally important in terms of content. A campaign can inform many people about the existence of ProEduHub. The direct advice provided must then help young people move from general interest to targeted information about the four universities. In doing so, the project establishes both a communication goal and a guidance goal.

The figures must be carefully distinguished from one another. The 500,000 digital views relate to the visibility of the communication among Romanians in Belgium and Italy. The figure of 100 relates to young people who actually receive direct advice. Thus, one result measures public reach, while the other relates to personal support.

Financing of 151,675 lei

The approved value of ProEduHub amounts to 151,675 Romanian lei. The Department for Romanians Everywhere awards this amount as non-repayable funding via grant agreement DRP/C/177/29.07.2026. In addition, InfoCons Association provides its own contribution of at least five percent. The funding supports implementation between 1 August and 30 October 2026.

The mention of the grant agreement makes the financial basis of the project concrete. The Department for Romanians Everywhere acts as the funder, while InfoCons Association is responsible for the implementation. The project is also subject to the provision that the content of the material does not necessarily reflect the official position of the Department for Romanians Everywhere.

The project is therefore largely funded by non-refundable funds from the Department for Romanians Everywhere. The InfoCons Association’s own contribution is also part of the approved financial framework. The minimum share of five percent is borne by the implementing organization itself.

InfoCons builds on existing services

InfoCons Association was founded in 2003 as a consumer protection organization. The association is active nationally and internationally in the fields of civic education, accurate information for citizens, and the digitization of services. The organization manages the permanent telephone line 021 9615 and *9615, which now also serves as the basis for the ProEduHub extension.

InfoCons also has its own app for iOS, Android, and the Huawei AppGallery. The organization conducts information and education campaigns at national and international levels. ProEduHub aligns with this existing operation by deploying information, digital services, and telephone support for an educational project specifically targeting young Romanians in Belgium and Italy.

InfoCons’ existing channels are being given a new application within ProEduHub. The general telephone line is being expanded, the website is receiving a separate platform, and the experience gained from information campaigns is being utilized for communication with the diaspora. As a result, the organization acquires both an executive and an informative role.

Sorin Mierlea links the project to trust

Sorin Mierlea, Chairman of InfoCons Association, is included in the project material with a statement that has yet to be confirmed. In it, ProEduHub is described as a bridge of trust between young Romanians in the diaspora and universities in Romania. The intention is that young people considering an academic education can find accurate information and support in one place to make their choice.

That message aligns directly with the structure of the project. The platform must consolidate information, the telephone line must handle inquiries, the campaigns must reach young people, and the pilot program must guide them to the offerings of the partner universities. Sorin Mierlea’s statement remains, at this moment, designated as a proposed wording that still needs to be confirmed.

The emphasis here is on trust and accurate information. Young people living outside Romania must be able to rely on a recognizable channel where data on the participating universities is gathered. The support should help them make an academic choice for Romania.

Belgium will be given a central place in the campaign.

Belgium, together with Italy, is one of the two target countries. This means that digital communication, collaboration with Romanian publications, and guidance are also specifically aimed at young Romanians and families in Belgium. The provided photos show gatherings related to Romanian education, diplomatic presence, and graduation ceremonies. They visually align with the central themes of ProEduHub: education, diaspora, universities, and contacts between Romania and Romanians living abroad.

The choice of Belgium gives the project direct relevance for Romanian youth living here. During the project period, they gain access to an initiative that brings together the offerings of four universities and provides telephone support. The same approach is applied in Italy.

Belgium is not only a place where the digital campaign needs to become visible. The country is also an area where InfoCons wants to develop collaborations with Romanian publications. In this way, project information must reach young people and families interested in higher education in Romania.

Families are consciously involved in the choice of study.

A striking aspect of ProEduHub is the explicit mention of families. The project is not intended solely for the young people themselves. Their family members must also be able to make use of the information channels. This applies to the online platform, the materials, and the telephone guidance.

By including families as a target group, ProEduHub acquires a broader informational mandate. The choice of study for a young person living in Belgium or Italy who wishes to study in Romania can raise questions within the family. The project therefore aims to make the same correct information available to both the prospective student and the family.

The direct guidance objective remains focused on at least 100 young people. However, families are part of the broader reach of the platform, the campaigns, and the information materials. In this way, the project aims to involve them in accessing information about Romanian higher education.

A defined implementation until the end of October

The implementation period began on 1 August 2026 and ends on 30 October 2026. All announced components must be realized within that timeframe. This concerns the development of the online platform, the expansion of the telephone line, the digital campaigns, the production of information materials, and the implementation of the pilot program with the universities.

The timeframe is limited, while the project objectives are clearly defined. The platform and the telephone line must be fully functional. The communication must achieve 500,000 digital views, and at least 100 young people must be directly mentored. This allows for verification after completion of which concrete components have been implemented.

ProEduHub therefore has a clear start and end date. The project was not announced as a general campaign without a defined timeframe, but as a subsidized program with established activities, partners, target groups, and intended results.
